Eva Mulema Matsiko is currently a Sr. Technical Advisor and applied Political Economy Analysis expert for RTI International based in Kampala Uganda and has provided technical and PEA expertise to teams in Uganda, Liberia, Tanzania, Rwanda, Ethiopia, the Maldives and other countries. Ms. Matsiko is also a highly skilled Chief of Party, Sr. Technical Advisor and with more than 20 years of professional experience, including 16 years providing strategic leadership, management, and technical expertise to the Government of Uganda, USAID and UKAID-funded programs. This has resulted in improved institutional strength for the Ministry of Local Government, Ministry of Health (MOH), Local Governments, Parliament as well as civil society organizations. From 2011 to 2019, Ms. Matsiko was RTI’s Chief of Party for the Governance, Accountability, Participation and Performance (GAPP) Program, jointly funded by USAID and DFID, that addressed leadership; accountability and fiscal transparency; and local government financial management, planning, and budgeting. From 2017-2019, Ms. Matsiko also oversaw GAPP’s technical assistance and leadership development support for the Ugandan MOH leadership teams and Regional Referral Hospitals as well as technical assistance for quality assurance in finance, procurement, and infrastructure development in partnership with the Permanent Secretary in the MOH. A lawyer by training, Ms. Matsiko is adept at engaging and communicating effectively with a wide range of stakeholders, enabling her to develop and maintain positive relationships and networks with relevant actors.
