Kathleen (Katie) K. Stohs brings the perspective of a contracting officer and senior procurement analyst with a wealth of experience in acquisition compliance.  As the M/MPBP/Compliance Division Chief, she leads the Agency in suspension and/or debarment actions by recommending suspension and/or debarment to the Suspending and Debarring Officials.  Ms. Stohs is responsible for ensuring that the interests of not only USAID and the United States Government are protected, but also implementing partners that share USAID’s approach to advance the common mission and conduct themselves in an ethical and compliant manner. In addition to recommending suspension and debarment actions, Ms. Stohs leads the Agency for resolution of the assistance appeals submitted by USAID partners. She makes the recommendations for final decisions to the Bureau for Management’s Acting Assistant Administrator. 

Prior to joining USAID in late 2014, Ms. Stohs was a Program Director at the Department of the Navy (Naval Facilities Engineering Command). She led a team of eight senior procurement analysts and reviewed one hundred and fifteen offices worldwide for acquisition compliance.  In addition to her time as a Program Director, she performed a leadership rotation with the Deputy Assistant Secretary of the Navy, Acquisition & Procurement, where she played an integral role in establishing the Senior Services Manager organization. This organization is responsible for oversight, policies, planning, strategic sourcing, execution and management of Services Acquisition within the Department of Navy. 

Ms. Stohs earned her Bachelor of Arts degree in Corporate Communications from the College of Charleston in 1999.  She received her Masters of Business Administration from the University of Maryland University College in 2003.
