Dr. Ludy Green is the Agency Lead on Counter-Trafficking for the US Agency for International Development (“USAID”). She serves as the Agency’s focal point on efforts to address trafficking in persons internationally through foreign assistance initiatives programs and policies, in the USG interagency, and intra-Agency policy and programmatic fora. Dr. Green represents the Agency in the Senior Policy Operating Group (SPOG) that supports the President’s Interagency Task Force to Monitor and Combat Trafficking, including by serving as Co-Chair of the SPOG Grant making Sub Committee. Dr. Green works with the inter-agency to engage on CTIP issues at the international level with the International Labor Office (ILO) of the United Nations (UN), The International Organization for Migration, and other public international organizations and bilateral counterparts. She provides guidance on the implementation of the Agency’s Counter Trafficking Code of Conduct and CTIP Policy. Oversees the regional Bureaus and guides Missions in designing and monitoring policies. Advises USAID Mission and host-country governments on new developments and the most effective approaches to sectorial problems in a region or country. Dr. Green has worked in the area of human trafficking, violence against women, economic empowerment for women and workforce development since 1996. Prior to joining USAID, she worked for the US Senate as Cybersecurity workforce development Director, and previously she served at the US State Department as Cultural Ambassador in Human Trafficking for Syria and Jordan. Her prior experience includes President and CEO of Second Chance Employment Services, the first and only employment agency in the US for domestic violence and human trafficking victims. Her interests and technical expertise include program design/ development/implementation for services to at-risk populations, national and international advocacy of public policies and programs positively impacting women and girls. She is credited for successfully inserting employment related language for combatting domestic violence into the reauthorization of the Violence Against Women Act (VAWA), and recipient of Department of Justice Award as visionary for leveraging innovative technology to improve program effectiveness. She is the Author of “Ending domestic violence captivity: A Guide to Economic Freedom,” Volcano Press, 2014, and contributing author of “Assisting Religious Institutions in Creating a Domestic Violence Policy,” Springer Publishing, 2015. She is a contributing author to the Huffington Post and Thrive global. Dr. Green holds an MA In Human Resources Management from the George Washington University, and a Ph.D. in Business Administration-HR Management from Southern California University.
