Noor Seddiq is Chief of Party at the Center for International Research, Education and Development (CIRED) in Virginia Polytechnic and State University (Virginia Tech), leading and managing USAID-funded Catalyzing Afghan Agricultural Innovation (CAAI) program in Afghanistan. The program is designed to support agriculture education working with five major provincial public universities and five agriculture and veterinary institutes under TVET authority and link these institutions to private sector, farmers and herders in the communities they operate and engage youth through positive youth development programs.
During his 13-year tenure in international development, Noor worked in the public sector in Afghanistan at the national and sub-national governments, provided support to the process of building human and institutional capacities, assembled, and led teams of highly qualified professionals to provided support and strategic directions to achieve program objectives. Noor was part of multiple development programs working in the agriculture with ministry of agriculture, irrigation and livestock and higher education with the ministry of higher education and TVET authority. He held multiple posts including as a Chief of Party, Deputy Chief of Party and director of finance at the American University of Afghanistan (AUAF).
Noor has extensive management expertise in the public finance and nonprofit sectors and worked extensively in the research administration in universities, managing multiple program projects at Yale, Georgetown and George Washington universities, the American University of Afghanistan (AUAF) and Sabin Vaccine Institute. Working with CIRED at Virginia Tech, Noor has supported the new business development in international research and education and developed linkages between Virginia Tech and Haryana Agriculture University (HAU) in India and AUAF in Afghanistan, He also facilitated to engage Afghanistan public universities with HAU and Virginia Tech.
Noor Seddiq holds a master's degree in business administration from Sothern Connecticut State University and bachelor’s degree in accounting from Post University. He studied agriculture and completed three years in Tashkent, Uzbekistan. Over the years he attended multiple trainings and seminars in the public finance and administration and financial and administrative management higher education institutions. He speaks, reads, and writes English, Russian, Pashto, and Farsi/Dari/Tajik.
