The war waged by Russia in Ukraine has imposed an unimaginable toll in terms of civilian casualties, displacement, and the significant destruction of physical infrastructure, social institutions, and economic production. As of June 1 of last year – only three months into the war – the World Bank estimated reconstruction and recovery needs of $349 billion.

This event will feature a moderated panel discussion (followed by Q&A) on the role that cities can and should play in the process of Ukraine’s reconstruction. This large-scale reconstruction effort will offer an opportunity for Ukraine to sustain and further strengthen the achievements of decentralization reforms launched in 2015 and to concomitantly advance it along the path to EU accession. This panel will explore a) the Ukrainian and EU policy, legal, and governance context; b) the role of cities in advancing democratic norms and practices and as vehicles of social reintegration; c) the role of cities in coordinating the restoration of infrastructure (e.g., housing, roads, energy, water, and heating assets) and social services (e.g., health, education); and d) the role of cities in fostering dynamic economic growth that results in increased investment and job creation.
