Raphael Carland, a career member of the Senior Executive Service, is the Managing Director for Policy in the Office of U.S. Foreign Assistance Resource (F). In this capacity, he oversees policy research, planning, and analysis efforts to shape the strategic direction of U.S. foreign assistance, including security sector and stabilization assistance. Previous to joining F in 2016, Mr. Carland served as an office director and acting deputy assistant secretary in the Bureau of Conflict and Stabilization Operations. From 2010 to 2012, he worked on the staff of the Deputy Secretary for Management and Resources focused on Afghanistan and Pakistan. Prior to that, he was responsible for a variety of European security issues related to NATO, Afghanistan, Iraq, and Africa. During that time, he also worked in Afghanistan on Provincial Reconstruction Teams and was detailed to the Stability Operations Directorate within the Office of the Secretary of Defense. Before starting at the State Department, Mr. Carland served as an officer in the U.S. Army and received degrees from Georgetown University and The Fletcher School at Tufts University.
