Taylor Wolf is the Director of Contracts and Grants Management Branch 3, which supports the Department of Compact Operations (DCO) and MCC’s collaboration with the PEPFAR initiative. 

Before joining MCC in 2015, Taylor started his career in the procurement field in the private sector working for the HJ Heinz Company.  During his time there, Taylor developed and managed Heinz’s growing domestic outsourcing/repacking portfolio. 

In 2009, Taylor began his Government procurement career at the Defense Logistics Agency (DLA) in Columbus, OH where he was tasked to be the only certified buyer of critical safety items on the installation. Taylor made the move to Washington, DC in 2011 accepting a position with the Washington Headquarters Services (WHS) which is the main contracting office for the Office of the Secretary of Defense and the Pentagon facility.  During his time at WHS, Taylor held various positions at WHS such as Contracting Officer, Policy Officer, and Competition Advocate.  In addition, Taylor was granted a 6 month rotation with the Defense Procurement and Acquisition Policy (DPAP) office where he worked with senior level policy officers in developing DOD-wide procurement policy. 

Taylor is Defense Acquisition Workforce Improvement Act (DAWIA): Certified Contracting Level III, Certified Program Management (PM) Level I; FAC-C Level III (Contracting), an Acquisition Corps Member and was a speaker at the 2017 National Contracting Management Association’s “World Congress.”  He is a graduate of Duquesne University (Bachelor of Sciences in Business Administration) and of American University (Masters of Public Administration).
