Carline Noailles is the co-founder and Managing Partner at JESCA Solutions, LLC, a boutique firm working in International Development. She is a seasoned sustainability and social impact expert with over 20 years of international experience. She has worked at the intersection of people, planet, business, and policy, leading cross-sector teams and implementing projects across industries and geographies in the Caribbean and Africa. Her expertise lies in Urban and Regional Planning and Development. Using a participatory and data-driven approach, she advises on planning, feasibility studies, social and environmental assessment, monitoring and evaluation, financing, and managing of critical infrastructures and social services to promote sustainable and inclusive socio-economic development.

Carline has earned a B. A in Socio-economic Geography and a Master's in Land and Environmental Resources Management from Université Paul Valéry - Montpellier (France). She also has a PhD in Urban Studies from the University of New Orleans and an MBA from Georgetown University.
