David Hoehner serves as Vice President in WSP's Integrated Development group, where he oversees its governance practice. He has worked in over 15 countries and has over 20 years of experience in supporting and managing projects focused on decentralization; public financial management; infrastructure governance and finance; service delivery; program design and management; and monitoring and evaluation. He is currently overseeing the USAID-funded Municipal Governance Project in El Salvador, focused on advancing security and development in 31 violence-afflicted municipalities through strengthening the capacity of these municipalities to plan, pay for, and deliver effective, responsive key services in a participatory and accountable manner. He received a B.A. from the University of Texas and an M.A. from the School of Advanced International Studies (SAIS) at Johns Hopkins University.
