Jay de Quiros served as the AOR, or Program Manager, for the Arangkada [Ah-rung-kah-dah] Philippines Project II partnership from 2017 to 2019 and for the second half of the first project, or Arangkada “part 1.” (Arangkada means accelerate in Filipino). Both phases of the partnership utilized advocacy activities, such as the development of policy notes, position papers, and engagement with government leaders from the executive and legislative branches to improve the regulatory and policy environment that will enhance Philippine competitiveness. As Jay presented during the PSE Call in October 2021 in celebration of the 20th anniversary of the GDA, he, together with colleagues from the Economic Development and Governance Office, was responsible for co-creating specific policy reforms and interventions with the American Chamber of Commerce and other foreign chambers. To date, more than 10 landmark laws have been enacted with the support of Arangkada efforts, including those on foreign investment liberalization, ease of doing business, antitrust framework, overhauling corporate income taxes and fiscal incentives, and customs modernization.
